Would it be possible to add an option to keep a Hollywood window in the background so that it is impossible to put another window behind it?

Probably not because background windows are also Amiga specific features AFAIK.Would it be possible to add an option to keep a Hollywood window in the background so that it is impossible to put another window behind it?

What about adding a function that could be used to send the Hollywood window either to the front or to the back of a stack of windows?

Unlikely to come. But you can easily do this using an external program. There should be tools for this on Aminet, e.g.What about adding a function that could be used to send the Hollywood window either to the front or to the back of a stack of windows?
