Even after a reboot, I still have the same problem.

Make sure LIBS:reqtools.library is the sole copy of reqtools.library on your HD. Also, make sure that you don't run any patches that install a dummy reqtools.library in memory! Type "Version reqtools.library FULL" in a shell to see which version of reqtools the system uses. The output must be equal to be "Version LIBS:reqtools.library FULL".
Really, it must work!
Hmm... do you have another copy of reqtools.library somewhere else? Make sure that Hollywood tries to open LIBS:reqtools.library. You can check that with SnoopDOS.Even after a reboot, I still have the same problem.
