making a brush from another ?

hi all
i am going to reput my fingers on hollywod this evening
i would like to make a wobble (as definited in example) on a 320x240 pixels picture
and then in 25 images per sec doing it being zoomed pixelised in a format as 800x600.
is there any technique to prepare a brush with wobble effect, not putting it on screen
and zoom it to fit a huger resolution ? i mean pixelated (researched effect
) ?
