OpenURL()

Hi Andreas,
Clarification required, the OpenURL() command how does this work exactly?
Is it:
a) Using the default, but no Arexx-support AmigaOS Prefs application URL.
b) Or is reading OpenURL preferences if found from this implementation by Alexandre Balaban?

I notice it correctly opens a tab in OWB if its already loaded.. the default URL app supplied by AmigaOS doesn't have Arexx support, so I am confused by how you achieve this behaviour?
