Display Scaling

So, if you're going for a pixelized look for instance (but don't want to squint at a tiny window), then your best bet is too scale the entire display and not just the background image right?
Because brushes and the like don't seem to follow if you just scale the image.
EDIT: Well, even if I do scale the display in accordance with the image, the brushes are still small and misaligned.
