Hollywood 9.0 can open WebP on Windows because it is supported by the Windows Imaging Component. Even WebP anims are supported! A WebP plugin for all platforms is planned.
PNGQuant is less likely because it's rather special. Keep in mind that this is a LOSSY compression format so it's not really in the spirit of PNG...
