if I load a SVG image, is it treated as a vector or bitmap graphics, for example, when changing from windowed to fullscreen?

Depends on Hollywood is configured. If layers are enabled and layer scaling is enabled and the display size changes, vector brushes will be treated as vector graphics. The auto scaling engine will treat vector brushes as bitmap graphics.
