Would it be possible to add an option to keep a Hollywood window in the background so that it is impossible to put another window behind it?

Probably not because background windows are also Amiga specific features AFAIK.

What about adding a function that could be used to send the Hollywood window either to the front or to the back of a stack of windows?

Unlikely to come. But you can easily do this using an external program. There should be tools for this on Aminet, e.g.
