Help Always on top

If you press F1 to open Help, HElp window ALWAYS remain on top.
This is very annoying since it covers editor window

- New [IDE]: Added "Keep help window on top" option to the IDE; if this is activated, the help window
  will always stay on top of all other windows, which is also the default

Perfect, thanks a lot, Andreas. Indeed, sometimes it is helpful that it stays on top. So, good job!
