Can I force something to be on top all the time in WIndows?

what i would like to do, is to make a subtitles player for videos that dont have subtitles existing in themselves.

There is this Streaming service called Crossflix, but they dont have any kind of subtitles in their videos.

Therefore it came to my mind that to make a hollywood program that keeps displaying subtitles in is pretty easy task. However, question is, can I somehow force to show these subtitles on top of everything else. Point being that if I choose to play video on fullscreen mode, is there still a way to have Hollywood display itself on top of that fullscreen, and favorably by displaying only that text, and nothing else.

However, if I can force Hollywood window on top of it all, that would do too, since I could use a "small" black box that keeps displaying the text.

I can't answer that currently, but on a technical note, how would you sync your text displaying tool with the video? And how/where the subtitles be created?

It isnt ideal, but idea being that you start video and that subtitle program at basically same time. Then in case you wish to continue the movie from half way for example, you can use slider to get to right location.

Subtitles can hopefully in most cases got from original makers, since I noticed those movies at least some seem to have subtitles existing, just no subtitles supported in crossflix at all.

I don't think that this is possible by fair means.
